In WSS v2 this needed code changes that were outlined in the SDK - see the WSSFAQ item here

 

 

In WSSv3 this is part of the UI where it is something you define at the individual Document Library level.

 

It's under General Settings / Versioning Settings which isn't perhaps a natural place to look for it, hence this WSSv3FAQ item.
